No. The PPWR is an EU regulation that supersedes and significantly tightens national law. While VerpackG focused heavily on licensing, PPWR intervenes massively in physical product design (strict recycling classes, mandatory recycled content quotas, 50% empty space cap). A new audit is mandatory.
A very clear no. The regulation applies to all packaging (sales, group, and transport packaging). A major pitfall of the PPWR: in the B2B sector, the final commercial recipient is often logically treated like an end consumer, triggering completely new take-back and labeling obligations.
